Somebody asked that on Ringside or Riot and Tom said most likely because RVD has to sign something giving Mattel the right to make his figure and he has to give him a headscan so when he comes in Mattel will make it

Why wouldn't they make a figure of RVD? As long as he's back in WWE, they're bound to make an RVD figure somewhere down the line.
